History of Charbaniari Union
Analysis of the history of naming villages in Bangladesh shows that villages, towns, markets, unions, upazilas, districts and divisions are named after different trees, fishes and special people. Bangladesh has been carrying evidence of abundance of fish and trees since time immemorial. The naming of villages and unions in Chitalmari upazila is not isolated from this tradition. For example, Chitalmari is named after Chital fish, Boalia is named after Boal fish and Hijla union or village is named after Hijal tree. The name of the village is Hijla because of the abundance of Hijl trees at one time. The Hijla Union was formed by connecting a few more villages with this Hijla village.
In 1960, under the Bengal Village Chowkidari Act, a few unions were formed with several villages. In 185, under the Local Self-Government Act, a district board was formed in each district and a union committee of several villages. The Union Committee was renamed the Union Board in 1919 under the Bengal Village Self-Government Act. In 1959, Ayub Khan in an order renamed the Union Board as Union Council. The Union Board was renamed as Union Panchayat in 1972 by Presidential Order No.6. Later this order was revoked and in 1973 the Union Panchayat was renamed as Union Parishad by Presidential Order No. 22. It is still in force.
In the post-independence period, union elections were held in 1973, 1978, 1983, 1982, 1992 and 1996. List of names of those who have held the post of President / Chairman of Union Board, Union Council and Union Parishad under Chitalmari Upazila from time to time:
